1. The Positions
Fulbright University Vietnam (FUV) seeks applications and nominations for three faculty positions in the Fulbright School of Public Policy and Management (FSPPM). The positions are open with respect to rank and field. Preference will be given to applicants in the following three broad categories: 1) public management, administration and leadership (including negotiation and conflict resolution); 2) macroeconomics; and 3) international trade policy.
II. The Institution
Located in Ho Chi Minh City, FUV is a private, not-for-profit university announced by President Barack Obama on May 24, 2016 and given substantial financial support from the US State Department, USAID, and a variety of private donors. We are dedicated to a lofty mission: reimagining the way universities work. We aim to create an institution that can transform the lives our students, address the pressing needs of Vietnamese society, and ultimately point the way toward a new approach to high quality education in developing countries. We are guided in this journey by our strong belief in the power of collaboration, interdisciplinary thinking, and risk-taking, and are seeking like-minded individuals who are excited to join the founding team that will imagine and build a 21st century liberal arts and professional graduate education in Vietnam.
Within this dynamic, start-up setting, the FSPPM builds upon a two-decade long initiative of Harvard University to incubate a center of public policy research and teaching in Ho Chi Minh City, the Fulbright Economics Teaching Program (FETP). Like FUV today, FETP itself was a pioneering institution in both teaching and research. FETP launched Vietnam’s first masters in public policy program (MPP) in 2008. Its policy-oriented research contributed meaningfully to the national policy discourse. In the fall of 2016, Harvard transferred the people and programs of FETP to FUV. These unique intellectual assets are now the nucleus of the FSPPM, FUV’s first academic unit. By virtue of this heritage, FSPPM is at once both an established academic enterprise with a distinguished track record and a small but accomplished faculty as well as a start-up. Among FSPPM’s activities are a fulltime Masters in Public Policy (MPP) program; the Vietnam Executive Leadership Program (VELP), a policy dialog initiative for senior Vietnamese government officials; and the Lower Mekong Public Policy Initiative (LMPPI), a research program focused on transnational policy challenges at the intersection of environmental and development policy.
FUV’s Board of Trustees has adopted an ambitious mandate for FSPPM to become an internationally recognized graduate professional school that prepares students for positions of leadership in all sectors of society and contribute to the resolution of the grand challenges facing Vietnam, the region, and the world through policy engagement, analysis, and research.
III. Qualifications and How to Apply
Candidates will ideally take up the position, which is based in Ho Chi Minh City, by the Fall of 2017, though the starting date is subject to negotiation. Remuneration and benefits will be internationally competitive. A PhD (or equivalent terminal degree) in a policy-relevant field is required, though candidates in their final stage of PhD candidacy will also be considered. Relevant teaching and research experience, and a track record of interest in policy issues, are desired. Experience or interest in Vietnam and Southeast Asia will also be appreciated.
